Abstract Because of the increase in unemployment insurances and the extension of employment policies, official statistical information about unemployment became important after 1900. How was unemployment to be measured? Appropriate categories and operational definitions were not available. Under these circumstances, what kind of measurement procedures were developed? To what extent were the conceptualization of unemployment and its measurement distinct stages in the process of measurement? The historical and statistical analysis of the practice of the registration of unemployment will provide answers.
