Abstract This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, examines the impact of Brexit on the institutional balance within the Council and European Parliament, on the interinstitutional balance and on the necessity of Treaty changes, and delineates constitutional limits on the participation of non-Member States in EU policies.
