| Abstract | Het Europees Herstelfonds dat in 2020 tijdens de coronapandemie opgezet werd, werd destijds onthaald als een doorbraak in de Europese solidariteit. Op aandringen van Nederland stelt het fonds strikte voorwaarden aan de financiering. Juist bij deze wens voor strakke controle ontstaan er in de praktijk problemen. Een nieuwe balans tussen discipline en flexibiliteit is noodzakelijk. |
