Archieven tussen 'arcana imperii' en 'open government'

Vlak na zijn aantreden als president van de Verenigde Staten verklaarde Barack Obama dat zijn regering een nooit eerder vertoonde openheid zal scheppen. Met de retorische bevlogenheid die zo kenmerkend is voor Obama hield hij zijn gehoor voor: "We will work together to ensure the public trust and establish a system of transparency, public participation and collaboration (…). Transparency promotes accountability and provides information for citizens about what the Government is doing (…). My Administration will take appropriate action, consistent with law and policy, to disclose information rapidly in forms that the public can readily find and use."1 Mooie woorden, maar hoe open kan de overheid eigenlijk zijn?
