Abstract In this third measurement, based on 35 interviews with (former) MO/BW clients, five focus groups and additional interviews with (non-)municipal stakeholders, it is striking that no cases of repeated homelessness are seen. There are, however, many lengthy BW processes. The researchers and experiential co-researchers noticed that the spoken participants residing in BW facilities have or experience little or no prospect of outflow. The relocations from a MO/BW facility to a flow facility are also striking.
