Des droits à la protection sociale en itinérance

Tijdens de 41st Europese ontmoeting (Lissabon, 23-24 april 2015) van het Europees Instituut voor de Sociale Bescherming IPSE verzorgde Jan Cremers een inleiding over de Europese sociale zekerheidsrechten. Hij gaf een beknopt historisch overzicht van het juridisch kader voor het vrij verkeer en de arbeidsmobiliteit, van de ontwikkelde coördinatie van de sociale zekerheidsstelsels en van de toepassing van deze regels bij de grensoverschrijdende detachering van werknemers. Op basis van meerdere studies concludeerde hij dat deze detachering in sommige sectoren is verworden tot een instrument voor het rekruteren van goedkope arbeid.

During the 41st European meeting (Lisbon, 23-24 April 2015) of the European Institute for the Social Protection IPSE Jan Cremers contributed with a lecture on the social security rights in Europe. He provided a short historical overview of the regulatory frame for the free movement and mobility of workers, of the developed coordination of the social security systems and of the application of these rules on the posting of workers. Based on several studies he concluded that the posting of workers has degenerated in some sectors into an instrument for the recruitment of cheap labour.
