| Abstract |
This article describes and analyses the transfer of social housing ownership to sitting tenants, other individual owners, and/or international financial investors. It draws on the experience of a number of countries to explore four types of housing privatisation. It focuses on how privatisation has affected the contemporary situation in different countries. In particular, it draws attention to the fragmentation of control and the issues facing policy in relation to renewal and restructuring. It then considers the consequences of privatisation in terms of who benefits.
